Lotion bases should have a preservative. You should not add water as that could compromise the preservative. Bases are normally used as is except for fragrance and color if desired.

I know that aloe butter is oil soluble, but aloe is naturally only water soluble. How is aloe added to the butter and end up with oil soluble product?

My shampoo bar is syndet based. I can't use regular soap in my hair. It makes it dry and frizzy. I have baby fine blonde hair. -
