I am not looking to sell them, but rather my daughter loves to use them and wants a few of my soap fragrances in spray form. TallTayl Posted November 3, 2011 Share Posted November 3, 2011 A modifier is an emulsification system that allows oils, like fragrance oils and essential oils, to become miscible in water. Without the emulsifier you will have a puddle of oil at the top of your container that even when shaken will not disperse evenly. Think of the modifier as what holds vinaigrette salad dressing together. Salad dressing without emulsifiers have the top half of oil that rises to the top. Those with remain blended without shaking.
