Because the standard burner at one time was used for potpourri only not wax and those burners were designed to bring water to the point of boiling or to actually boil. You do not want consumers to get wax that hot it not safe.

Burners have changed over the years but the labels have not.

I find the electric warmers work the best for me. With the tea light ones, it seems like the area between the flame and the bottom of the bowl is too close and I get a burnt smell sometimes. I trim my wick too. Thanks for the replies
