Menthol foot lotion bar

Tried and tried but cannot find any info. on adding menthol to produce a refreshing foot lotion. I have peppermint in it already, but am not getting that wonderful refreshing feeling.

I love my lotion bar recipe...can I add menthol crystals to it to make a foot lotion?? How much do I add? Is it considered medication when adding menthol and something I cannot do?? Where would one get menthol??

I can't answer your question about if you can make something, because if you can then you can. Check the places below. I think they will list recommended usage in a product. With menthol, it is very little.

As for it being a medication or if you can use it, everything depends on how you promote your product that makes the difference. If you make claims, you better have the documentation needed. If you make claims that your product does something that OTC drugs do, it's going to be considered a drug.

I've given you links to go through to understand menthol crystals and in there is information with the FDA. Menthol crystals just came under the scrutiny of the FDA through cigarettes.
