Sugar Scrub help

Here is the recipe I am using and my problem seems to be MELTING!!! When I ship, it basically turns to liquid and is no longer whipped and fluffy..Can someone maybe tell me what I am doing wrong? I usually just make the base and then add the sugar as I need it later.

10% ewax

8% stearic

1% cetyl alcohol

64% butters

14% oils

1% preserv.

2% FO

And then when it sets up I add sugar as needed and the WHIP like crazy.
