You should always add the sodium hydroxide to the water.I have never added the oils to the lye, because I always have the oils in a large stainless steel pot and the lye is just in a measuring glass. I wouldn't have room to add anything more to the measuring glass. All the books I have read and the instructions always says to add the lye to the oils.
