It is a rotary and has multiple size holes, including very small. I can't get the lists to download, I think my version of Adobe is newer than theirs so the shapes won't load. Looks like they have some really cute shapes in small sizes. My husband just told me that Pearl Arts & Crafts has a bunch of custom punches which I didn't see when I was there.
