sounds like you’re using a water based “base” for your spray.  Fragrance oil and water need an emulsifier to blend and remain blended. Usually we use surfactants, like polysorbates but those can appear milky.  Places like AromaHaven/Rustic Escentuals, sell EO/FO modifiers that work well, and usually make crystal clear blends. You mix the modifier with your FO, then mix that into your base.  
 

If using an alcohol base (like perfumes)  usually the FO becomes miscible without any other additives.  Cyclomethicone as a base can mix well enough to suspend fragrance also.
