Your best bet is put the price minimum on your products. For example; only sell 'sets' of tarts, small items, etc. I'm not even sure you can legally set a minimum purchase amount on your shopping cart. Especially you can not set a minimum purchase amount on a credit card purchase. So instead sell items in a way that will fit your minimum purchase amount. Hope that makes sense.

You can work around Paypal's limited interface by including a high shipping charge or an added fee for orders less than the amount you want your customers to spend.

Set up a shipping rule (price range and ship fee) that makes the buyer pay $X amount on shipping, or (X % of amount) on orders less than min amount established.

Be sure to inform them of this at checkout and in your site's FAQ.

"This cart requires a minimum of $X.00 dollars. Orders less than this amount incur a $XX shipping fee* ( or pay an additional 25% of order total*) Fee is waved if order total is higher than minimum. Thank you."

You can see a similar example of this system in action at Wellington's site. (Wellington Fragrances).

Their cart has a min order of $50 dollars and any invoice that falls below this must pay an additional $5.
