Bath melt emuslifier?

I'd like to take a stab at making bath melts and from what I understand if you don't include an emulsifier the oil will tend to pool on top of the water instead of disperse in it. It looks like Lush uses laureth-4 in their bath melts and I've seen where some use Polysorbate 80. Which would be the lesser of two evils to use?

I have a recipe for bath melts that uses 2.2% Incroquat CR (or other emulsifying conditioner) 2% Cetyl Alcohol and 2% E-Wax. A member of another forum shared this recipe with me. If you would like the complete recipe just pm me and I will share with it you.
