Lotions are meant to stay on the skin and absorb in for moisture. A scrub is meant to remove dead, old skin and be rinsed away clean leaving fresh skin. The scrubs I make have a lotion like consistency as did the Bohunks when I made it. I like my scrubs to have that consistency - I've made the oily scrubs and while I liked those and so did my testers, I didn't like how they could run down your arm/hand as you scooped them out of the jar to rub on your body.
