Are fragrance oil 100% natural oil? I am asking because one guy in my class said that his oil is 100% natural and a person does not have to worry about being allergic or breaking out or anything b/c his oil does not have additives in them. Is this true?

I am using the lip balm tube for my undereye moisturing stick and I am trying to come up with a nice label any suggestions/ideas will be very helpful/
