Contact the West Virginia Attorney General and file a complaint. This is the state she operates out of. Make sure you send in the supporting documents i.e. receipt, order confirmation, any emails you have between yourself and the party. Also, print the pages off of her web site. (In a sense. she is admitting something is fishy)

Take into account what keywords your going to bid for.

Once they click on your site how long is their hang time.
Do you have a way to track conversions?
For instance: I have one key word that we bid $ 8.00 per click for up to $100 a day. However, the conversion rate is high.
I have other key words we only bid up to $2.50 still good key words. However, conversions are a less.
I have a marketing company that manages my google ad words campaigns. I can see who has been to my site, how long they stayed, what search engine they used, did they convert.
Please note: I use this for my another company we own.

I would pull the SIC codes for the area gift shops.. Pick and choose your first mailing. I loved the idea about calling to receive a sample that way you can engage the shop owner/buyer about their needs.
I would then follow up on the mailing with a phone call

Wait until after you made the calls to the first mailing.. Map the responses. Then send out another mailing.
