What makes a FO not body safe?

synthetic or naturally occurring compounds is not relevant here. what matters is that some things are irritants, carcinogens, sensitizers, etc. and tons of "natural" stuff is all of these. many EOs are forbidden as per IFRA.

it's the chemical makeup and the levels of some components that is looked at when determining skin safe or not (another distinction that the fragrance mfg industry has is safe for leave on or wash off products, but our suppliers don't seem to.

In the US (so far), EOs are not regulated as FOs are, but that doesn't make them any safer. Just means it's easier to mis-use them.
