She means add a preservative to the water. Vitamin E is a natural preservative but you may want to look into using a preservative that is especially formulated for water based products. Try searching this site under recipes or google recipes for foaming hand soap. Check Snowdrift Farms or To Die For Soap where they not only sell the preservative but have recipes also. These two are just suggestions but there are a lot more sites that you can visit to get recipes.

I make for myself all the time. I use regular liquid soap or shower gel. I usually buy the foaming soap and then use the bottle to make more. Never measure but in a B&BW's bottle use about 1/2-1 inch of liq. soap and fill with water. stir or shake gently till it is mixed then check it out. Add soap or water to adjust the foam just how you like it. B&BW's has the best foaming bottles and they last for years of use. I just add a little scent depending on what I'm in the mood for. I go through it pretty fast so no problem with it going bad. But if I were going to sell it I would look into the proper way of making it.
