How would this work?

A cookoff team wants to use my products for a fundraiser. They are interested in buying my current inventory but they do not have a tax id. They would be buying to resell. Who collects the taxes in this case? Are they to report this or am I to collect it from them on the amount they pay me? I'm assuming they are responsible for paying the taxes but I may be wrong. Please clarify if you know. I am located in TX if that helps. Thanks.
