need help with chamomile soap

I use oatmeal in my Chamomile soap. I give it a few zaps in the coffee grinder, and I get nice "scrubby" sized pieces along with a fair amount of oat flower, so it's really nice for irritated skin - think "sunburn" here!

I use chamomile tea for the liquid (I don't believe it does much other that adding a nice color), along with the blossoms in the soap. I've not found that cham alone adds any texture...however, I sift the tea so that only the petals and the "seeds" (or what would have eventually become seeds), but not the flower head itself, which is pretty hard and grainy when dried, so that could be the difference.
