I can only speak for my provider, but I paid one year to have my domain name and then I'm charged monthly for the space. Some e-mail services include a little free personal space you might want to try first. I was going to do that, even made a little site, but it was a long drawn-out address that I didn't want to ask people to type in.

I don't know what it would be like transferring your domain address, but since you would own it, I don't imagine switching would be a problem.

At webmasters.com you pay a year in advance and get the domain free. But, they do allow you to cancel for a refund. Figured it would take at least that long to develop traffic and web presence. Plus, with the time it takes to design, get pictures and get it all set up, it wasn't worth doing if I wasn't going to commit to it. I put part of my sales away as I shopped and compared providers.. then took the plunge.
