Bath Bombs w/ sea salt on top??

I was on a supplier's site that also sells items and saw a neat bath bomb where it looks like the top was carved out and she use colored sea salt to fill. Does anyone have any ideas on how to carve out a 1/2 a circle then get the salt to stay in the area? Hope this makes sense. I thought it was so neat but for the life of me can't figure out how to get the salt to stay in the indented area. TIA for any help or suggestions :)
