EOFO modifier is a type of emulsifier yes. It is a surfactant product that allows oil and water to mix while remaining clear.
 

But not all emulsifiers are that type of EOFO modifier.

Thanks, thats what I thought. I was reading some q and a's and was getting confused, sometimes it doesn't take much. 😆
