Shrink Wrap Tubing Question

I've never tried using this and have decided to give it a shot--I need to order some bags from Packco, so it seems to be a good time to try it. I've seen reference to 3-inch and 4-inch tubing--is that the width, so the total size of the 3-inch would be 6 inches around and the 4-inch would be 8 inches around?

Am I thinking of this correctly or is 4-inch tubing actually 4-inch circumference, and is 2 inches wide when laid flat?

Also, I'm assuming that when using the tubing I will need an impulse sealer--is that right?
